This rare first edition of President Monroe's December 28, 1818 Message, issued to the House of Representatives, marks a dramatic intersection in the careers of three presidents, Monroe, John Quincy Adams and Andrew Jackson. It containers the first official printings, along with the same year's Senate issue, of yearly 75 papers and documents at the heard of an international crisis, one provoked by Jackson's violent invasion of Spain's neutral Florida territories and his execution of two alleged British agents. The subsequent political firestorm, however, led to an "outstanding achievement in American diplomacy" that was marshaled by Adams in the Transcontinental Treaty of 1819, and in the 1823 Monroe Doctrine, "the first official declaration of the country's unique character and a manifesto of political isolationism built on the natural protection of the Atlantic and Pacific oceans".
