Includes an introduction by President Thomas Jefferson stating that the statement is submitted in accordance with the resolution past at the House of Representatives May 3rd last. Though this volume covers the period 1797-1801, two additional volumes were printed. Henry Stevens in Bibliotheca Historica #2140 describes this work as 'Very Rare'. Hinges cracked, but holding. Pieces of paper spine missing from the head and foot of the spine. Corners a little bumped otherwise internally clean. Item #2401
