Bixby (1849-1928) with his ownership stamp on the top margin of the front wrapper. General Bixby, of the Corps of Engineers, graduated from West Point in 1873. Based in Chicago as Chief Engineers and was head of the Mississippi River Commission. He opposed the prosecution of IWW members, including Doran, for alleged violations of the Espionage Act.
