A Undated Handwritten Memo written Around 1790-1800

The memo reads as follows: "Postale and Parcel services. De Launay d'Angers brought to the attention of the Committee the abuses done by the administration in general and particularly the Postal and Parcel Services. He asked me that those public revenue branches be leased. Bion in the name of a commission in charge of the organization of these two services, proposed to maintain those two administrations and endless quantity of statutory articles about which only the Executive Directory can pass a decree. But, political considerations don't allow to entrust the running of the Post Offices to any kind of a person and it is really essential to give the important administration to citizens whose perfect morality, administrative knowledge and repute deserve the confidence of the government and the public. The memo continues outlining the functions of the postal service and the possibility of leasing the function. A fresh clean document written on a folio sheet. Undated and unsigned. Very Good.
